check the idle speed screw to make sure its idling high enough, and has moved from vibration (shouldnt, but it can)

otherwise, im leaning towards it being a vacuum leak somewhere

I think I got it: I blocked egr valve  and I have no more stumbling/hesitation or rough idle.  But as soon as I fixed it I got another problem something started hanging up in the steering column, if I turn the steering wheel from stop to stop something clicks 7 times, what could it be? Did anybody had that problem?

possible the signal light canceler is broke of in the steering column

Is your signal canceling like it should? If not, like 79Dodge said, your signal cancel cam is broken. If not, you got me. Sounds like either way you are going to have to pull the wheel to fix it.
