I just noticed this: the bypass hose was last replaced sometime in 2014

Once it starts bulging, it's a good time to replace it before it fails.

hose clamp looks like ti could have been over tightened.

I think I'll replace it myself, just unscrew the clamps take the old house off, put the new hose on, and tighten the new clamps right?

That's it - then drive it a bit and check your coolant level after it's warmed and cooled. You shouldn't loose too much.

The only hard parts are these:
1) Sometimes the clamps are turned so it's harder to get a screwdriver on them. A long and short screwdriver helps. Sometimes so does a small ratchet and 1/4" (?) socket and a couple of extensions.
2) Sometimes the hose sticks. After loosening he clamps, if the hose won't pull off, try cutting the hose with a knife then remove.

Yes, exactly what DobaMark said. I usually have to a razor knife and cut them, then use a flathead screw driver to split it of the outlet. And as he mentioned, don't overtighten. Give it a drive, snug it a bit more, and check fluid level. I have a Police silicone one with HD clamps on mine, but I'm guessing you don't want to spend on that.

Done! About 30 miles of driving and no leaks    yah I had to cut the old one off...and found a small crack at the bottom of the hose
