Plus the carb kits today are junk.  I had Darth Car's carb rebuilt 3 times by the same shop.  The guys were very competent, but admitted that the combination of the modern fuels, and the off-shore carb parts were just not working well together.  Different little parts kept melting into goo.  That was causing all kinds of drivability issues for me.
I just took a look at the carburetor it looks like a gasket might be leaking, also where the fuel attaches looks a little wet

What did the old spark plugs look like? How long have the new plugs been in? Are they starting to change color?
Yes they're already changing color as you'll see in the pictures. I replace the plugs on January 6th so its only been a few weeks, few days ago when I took out plug #3 it had exactly 361 miles on it. As you can see not good :o

I should add that our mechanic sandblasted the old plugs in February because they were so fouled up The Cherry Bomb could barely make it up a bridge...and I couldn't afford new plugs at the time, it was assumed that the very worn carburetor was the cause

Another random thing: the idle has always been alittle rougher when its raining for some reason (have been told the moisture probably effects the computer)

If it doesn't run well when it is raining, I would suspect old / bad plug wires, or bad distributor cap, and rotor.

I should've said since day one the rain has seemed to effect driving. many sets of spark plugs, wires, caps, and rotors since 2011, the rain only makes a SLIGHT difference

Something else: the only way to keep the engine from stalling in gear is to keep one for on the brake and the other on the gas, just the littlest bit of pressure on the gas pedal will keep the engine from stalling

ADjust the idle up a touch. Try changing the voltage regulator again that should fix your dim lights problem. Doesn't matter how old it is they can be defective or something can make them go bad. Especially these new junk quality parts.

If one plug is noticeably different than the others, you also need to look at that particular cylinder.
Best case: There is a problem with the plug wire to that cylinder.
Worst case: That cylinder is losing compression due to ring or valve wear, or some other mechanical cause.

When it is damp, like mentioned above, marginal plug wires or cap/rotor can be an issue. But the dampness usually means cooler air which on a carbureted car, can change the mixture slightly. Fuel injection self adjusts, a carb can't (though a feedback carb does a little). 

If I were diagnosis this I'd check a few things with he engine first:
1) A compression test. If any cylinders are low, repeat with a wet compression test (add a little oil to the cylinder, if compression comes up rings are bad. If compression stays low it's probably the valves).
2) I'd check for timing chain stretch, which involves putting a breaker bar on the balancer bolt, turning it one way, making a note of where the rotor is pointing, then seeing how far you have to turn it the other way before the rotor moves.
3) I'd also look for slop in the distributor shaft.
Low compression or timing that is off can make it run rough. If everything looks good, I'd make sure the timing is set to spec, the carb is in good shape, the idle speed is set to spec, etc. And I'd put some good copper spark plugs, new quality plug wires and a good brass cap/rotor on it.

This screams to me that the idle needs to be adjusted up a bit and it will quit stalling. The mixture or timing is likely a touch low. The easiest thing may be putting in an extra degree or two of timing, and if it won't ping with that it may be the best fix.

Yes, a small timing bump may be a big help, especially if the timing chain has slack in it.

How do I do that?
There will be two adjustments on the side of the carb. One is warm idle, the other is cold idle. You just remove the air cleaner to get access to the adjustment.
I found Carter BBD pics on hos to do this, but since yours is a 1985, it should have the Holley 2bbl. I'm sure there are pictures online for it.
