I've seen people say they use torches to heat that undercoating up to make it easy to scrape off. Guess it can't be too flamable for them to do that but all I think of every time I hear that is a big sheet of flames under my car!

That's exactly what I used to soften up the tar.
I heated it right in front of the scrapper and it started moving.I didn't want to put too much heat to the metal.
Put super stripper on the scrapped areas over night to see if it budges the remaining residue.
I asked around to see if anyone knew of a solvent that would remove the under coating and got no replies, Then saw a video on You Tube and the heat method works great.
Nothing caught fire but the melted tar falling down on your skin is not fun. :o
They said a heat gun works too.

You should buy my old 1980 Volare Road Runner and give it the same treatment, though the car isn't as solid as yours.
